Ether Prodigy is good for a spammable energy regen buff, and has a decent balance clause.

Second Wind is..... somewhat kinda maybe niche-worthy.

Starburst is still good damage.

Also, Monks still have quite the amount of bad elites (MoP, Amity, Withdraw Hexes....)

I think this is pretty bad.

Offering of Blood

20% sac for 18 energy, 15 sec recharge which means the timer for soul reaping has reset by the time you can recast, giving you energy anyway, useless elite.

Air of Enchantment.

Why?

Air of Enchantment: For 4...9 seconds, enchantments cast on target other ally cost 5 less Energy (minimum 1 Energy).

There are some non-elite skills who give the same effect. Those skills are

Divine Spirit:For 1...11 seconds, Monk spells cost you 5 less Energy to cast (Minimum cost: 1 Energy).

Divine Spirit is all Monk spells, not all enchantments. As Monk you are mostly using Monk-Enchantments. With only 9 Divine Favor, you are reaching the 9 seconds already. Which is the max of Air of Enchantment.

Selfless Spirit:For 15...19 seconds, spells you cast that target another ally cost 3 less Energy.

Each spell you cast costs 3 less energy. Doesn't matter if it is en Elementalist Spell/Necromancer Spell/Mesmer spell etcetera. Takes 15 seconds minimum, which is longest of all three. Only here there is not an minimum cost of 1 Energy.

Lots of rit elites are bad too, maybe not even that bad but they all pale in comparison to the overused ones.

You do know that AoE is easily maintainable, while Divine Spirit has a very long recharge and Selfless Spirit is a PvE skill also with a considerable recharge? Sure, AoE is not the best elite ever, but try it in FA for example.

Second Wind.

I know that you can use it successfully, but there are many, many, many other ways to get energy, and while with second wind you must be careful to keep your exhaustion around 45% of your energy, with the alternatives you can just spam skills silly as if there was no tomorrow, and also bring skills that cause exhaustion too without problems.

To make it good enough, it would have to be linked to energy storage, and not cause or even remove exhaustion when you have 100..60..50 points of exhausted energy, so when you are an elementalist with Energy Storage rank 12, if you have 100 energy, when you have an empty pool of 40 energy left 'un-exhausted', you can use second wind and fill the thing without getting 70 exhaustion.
What about the rest? Who cares? They are not elementalists.

A lot of bad elite skills have been mentioned... but really, are they worse than amity? Second Wind may be inferior to just about every other energy management skill available to elementalists, but it still accomplishes its job (giving energy back to the caster)... certainly not the worst elite in the game, even if it is bad. Stone Sheath may be god awful but it has slight synergy with ward against elements and is somewhat useful against assassins... once again, an awful elite but certainly not the worst. Air of Enchantment is also pretty bad... as are withdraw hexes, equinox, etc... but this thread isn't about bad elites. Its about the worst elite in the game, and that skill has got to be amity.

I would say Mark of Protection,Amity,Aura of Faith could use longer duration and leave UA alone.

Punishing Shot needs a buff.

Starburst was for lulz. It did what it was intended to do.
Decrapitate is also kind of good in a lulzy, byob kind of way. A buddy and I used to run byob's all the time. We'd each run melees and one of us would bond the backline, the other would SoH us. One maintained enchant skill per bar sucking up the 2 pips of energy we'd never get to use. The rest of the bars were 5 signets, Symbolic strike and Decrapitate. Good times.

Well, my first thought was Unknown Junundu Ability.

...but then I remembered Mind Burn. A conditional (though easy to meet condition) semi-spammable EXAUSTION causing spell that doesn't even do all that great of damage. Using it may actually be worse than having Unknown Junundu Ability sitting in your skill slot doing nothing. There may be other skills with worse initial effects than Mind Burn, but only Mind Burn will actually make you useless 30s into a battle, waiting several minutes before you can effectively act again. Mind Shock is almost as bad, but it has more up front damage and is less spammable; your max energy level might be safe until 45s into the battle.
